    Performs routine to complex laboratory and field procedures to provide advanced technical support to the drinking water compliance division.  Builds on and maintains complex programs required to schedule, track and analyze compliance for regulatory purposes. Analyzes, assists and ensures compliance with drinking water regulatory programs mandated by city codes, state and EPA. Assists in upholding the standards of the city's water quality laboratory.

    ESSENTIAL JOB FUNCTIONS

    • Collects routine and special water samples including reservoir sampling, source water sampling on canals, regulatory and nonregulatory treatment plant and water distribution system samples.

    • Performs field analysis on water samples and arranges for compliance analysis to be performed at contracted State certified laboratories.

    • Completes laboratory analysis for water samples using approved methodologies; tests water quality using portable analytical equipment; calibrates, maintains and uses water quality testing equipment, and conducts special studies of raw and/or treated drinking water. Recommends to supervisor what equipment should be used or purchased.

    • Performs proper quality control/quality assurance to maintain laboratory compliance.  

    • Performs inspections and surveys required for compliance with the Colorado primary drinking water regulations and the EPA to identify potential sources of contamination in the water distribution system.

    • Assists water system operations by analyzing water to determine if it originated from a water system leak or other environmental sources.

    • Responds to customer concerns related to drinking water quality and other plumbing problems that may be related to the quality of the city's drinking water. Responds to emergency situations as needed, whether during regular work day or after hours.

    • Cooperates with other divisions to prevent contamination and protect water sources and the water distribution system. Assists in staff and public education on water protection issues.

    • Maintains membership and participation in organizations related to cross-connection control, water quality and laboratory programs.  Stays current in State and National certification requirements.

    • Maintains involvement in the day-to-day activities of the water quality interns and assists with training.

    • Demonstrates ethics and integrity.

    • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

    ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

    • Strong knowledge of drinking water quality regulations mandated by city codes, state and EPA.

    • Working knowledge of access based programming and proprietary modeling software required to track and maintain drinking water compliance.

    • Working knowledge to ensure the ongoing protection of the city's water distribution system through cross-connection control and backflow prevention. Skills to learn and apply the XC2 program with the CIS Infinity program.

    • Working knowledge to run the hydraulic water model.  Knowledge of water system data to ascertain how water flows through the water distribution system to create computerized simulations of the water system's operational patterns.

    • Strong understanding of factors to research techniques and procedures in performing special studies related to drinking water, cross-connection control, pollution control and/or ecological studies.

    • Knowledge of water laboratory certification, analysis and field equipment procedures.

    • Strong knowledge of safety protocols for road, traffic, boat and laboratory safety.

    • Proficient in prioritizing tasks and re-prioritizing tasks.  Pays close attention to detail. Proficient in exercising initiative and judgment as well as making decisions within the scope of assigned authority based on technical knowledge gained.

    • Ability to explain the city's departmental procedures and operations (city codes) to city staff and the public.

    • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

    SCOPE OF AUTHORITY:

    Receives general supervision under the direction of the water quality administrator.  Plans own work activities and prioritizes tasks. Duties and tasks are moderately complex in nature.  Is responsible for making day-to-day decisions in the field and office when working with businesses and citizens to address potential concerns. Insures that all details of a task are accomplished properly.  Major activities are established by supervisor, but incumbent is expected to evaluate and respond to new situations which require immediate attention. Defined detailed and understandable procedures cover most duties, with guidance being needed to handle irregular situations.

    Financial Accountability:

    Makes recommendations to supervisor for budget allocations that pertain to functional area.  Approves expenditures up to $2,000 for equipment and supplies. Monitors the tracking of accounts payable and /or receivables in the payment–net program, and prepares a monthly report.

    WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

    The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

    Work is primarily performed in an office and outdoor environment with low to high noise levels. Physical effort and activities include: moderate physical work.  Moderate lifting, pushing or pulling of objects up to 50 pounds occasionally, and up to 20 pounds frequently. May work in adverse weather conditions. A percentage of work is performed in a laboratory or office environment. Meetings and trainings at other city buildings and outside the city are required.  Operates a motor vehicle to drive between sample and inspection sites. Operates a boat on the reservoir for water sampling. Requires knowledge of safety equipment and procedures.

    MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

    Bachelor's Degree in Environmental Science field, chemistry, biology or closely related field that includes sampling and laboratory experience, plus 1-2 years of experience in the field. Must have valid Colorado class C vehicle operator license or be able to obtain one within two weeks of appointment, and must obtain Certified Backflow Prevention Technician and Surveyor within one year.  Proficient in Microsoft Office Suite products including Word, Excel, and Access. Requires working knowledge of advanced programs and databases in tracking programs. Ability to learn XC2 Cross-Connection Control Software and CIS Infinity Software.

    Preferred Qualifications:

    Ability to learn hydraulic water modeling programs, ArcGIS and AutoCAD is preferred.
