  • Under general supervision of the CIO-IT Manager, this position actively supports and upholds the City's stated mission and values.  The incumbent serves as the Geographic Information Systems (GIS) Analyst and is responsible for support of City's Enterprise GIS databases and geographic information systems; imports, extracts, integrates and analyzes data for a variety of decision support purposes; develops spatial analyzes and data models as needed; designs, develops and maintains data layers and data sets.

    FLSA status:  Exempt.
    Essential Functions:

    • Provides excellent customer service to both internal and external customers by delivering products and solutions that meet the needs of the customer and by ensuring that the IT mission statement is upheld.
    • Works with other members of the IT division to ensure the division is meeting its goals.
    • Under general supervision of the CIO-IT Manager, this position is responsible for:
    Recommendation of policies, procedures and documentation relating to GIS systems and related enterprise applications.
    Administers and maintains the City's consolidated enterprise geodatabase. Administers spatial databases including upgrades, data migration, and export/import of data.
    Designs and tunes GIS SQL spatial databases to maintain efficiency and continually improve performance levels.
    Creates, develops, tests and maintains GIS databases, includes defining geospatial relationships to various enterprise business systems and database tables in support of department mission.
    Work with GIS and other non-spatial databases to develop appropriate work products using GIS tools and processes.
    Researches, tests and recommends modifications/customization of updates of Geographic Information Systems (GIS) software before installation on GIS computers.
    Monitors and ensures GIS systems meet business and performance needs.
    Works with city staff from various departments to determine their respective GIS needs.
    Supports users of the GIS systems throughout the City by troubleshooting system problems, installation configuration, installation, documentation and training.
    Coordinates various special projects and/or graphics for presentations in support of the GIS system including addition of new data layers.
    Trains City staff on GIS related applications and tools including Desktop GIS, Web GIS, and GPS collection.
    Manages small IT projects related to technical and non-technical initiatives and the on-going support of GIS.
    Creates maps and digital products (hard copy, PDFs, Web etc.).
    Operates GIS computer equipment, such as workstations, printers, plotters, and GPS units as required.
    Collaborates with GIS Technician as needed.
    Other tasks and duties as determined and assigned by the CIO-IT Manager.

     Knowledges, Skills & Other Characteristics:

    • Must have knowledge of security fundamentals as they relate to IT Infrastructure and server systems.
    • Knowledge of GIS Desktop and Server technology.
    • Knowledge of programming languages including Python, JavaScript, Microsoft Access, .NET and Structured Query Language (SQL);
    • Must have in-depth Microsoft Server OS and supporting office applications.
    • Must have the ability to analyze, diagnose, troubleshoot complex problems and resolve them with minimal disruption to the user community.
    • Ability to develop queries, scripts and SQL statements to create views, analyze data sets, create reports and consistently follow SQL Server naming conventions.
    • Ability to install and configure GIS server based applications, networks and web configurations.
    • Must have the ability to configure and use diagnostic, monitoring and other system troubleshooting tools to support Enterprise GIS applications and SQL Database Administration and maintenance.
    • Identify, research, and resolve complex technical issues related to GIS systems.
    • Must have skill in communicating effectively, orally and in writing.
    • Must be able to prepare technical documentation and communicate it to a non-technical audience.
    • Must have skill in establishing and maintaining effective working relationships with computer users, City staff, vendors, and the general public.


    Bachelor's Degree* in Computer Science, Geography, Geographic Information Systems or related field, plus four (4) years' experience in Enterprise GIS applications and services.

    *Degree must be from an institution accredited as recognized by the U.S Department of Education as indicated in the Database of Accredited Postsecondary Institutions and Programs.

    Police and Fire personnel participate in the Public Safety Personnel Retirement System (PSPRS).  Mandatory employee contribution rate range is currently 7.65% - 11.65% depending on eligible tier with PSPRS. 

    All employees are eligible to participate in a voluntary deferred compensation plan. 

    Vacation  Employees earn twelve vacation days per year, available for use after six months, with increases to accrual rates in five-year service increments. 

    Additional Time Off/Sick Leave  Employees earn twelve paid sick days per year for use after one month. 

    Holidays  Employees are provided twelve paid holidays per year.
