  • The purpose of the GIS Manager is to implement and manage the City’s enterprise-wide GIS program. The GIS manager has overall responsibility for ensuring that key GIS work elements – hardware, software, networks, databases and staff resources – are managed, maintained and enhanced to meet agreed-upon City requirements. Oversee all enterprise GIS operations including data structure and metadata development, system administration, GIS software selection, implementation and user support, GIS project management, budgeting, marketing, education user group oversight, functional team oversight and training. The GIS Manager will conduct GIS strategic planning and program management, as well as supervise centralized GIS analysts and external consultants.

    This is a full-time, regular, exempt position.

    Job Details

    Essential Functions:

    • Tactical and operational implementation of GIS components for citywide and dept. initiatives
    • GIS mapping and analysis
    • Application development, configuration and deployment, systems integration
    • Geodatabase development, workflow automation, data management
    • Administration and management of ArcGIS Enterprise, Portal and ArcGIS Online, including system upgrades, system architecture design and planning,
    • Strategic planning and program management to ensure GIS goals and implementation schedules are maintained
    • Coordinate GIS activities and interfaces, including data sharing projects with Clark County GIS program.


    Experience and Education

    • Six (6) years of related experience  Five years progressively responsible experience which provides the applicant with the knowledge, skills and abilities to perform the job, including experience in GIS, Surveying, GPS, CAD Support and spatial data services. 
    • Equivalent to a Bachelor's Degree in Geographic Information Systems, Cartography, Information Systems/Technology, Computer Science, or related field.

    Equivalent combinations of education and experience may be considered.

    Computer Skills

    • Advanced knowledge of ESRI ArcGIS software.
    • Experience with Microsoft SQL database design, development and implementation.
    • Working knowledge of ArcSDE, ArcGIS Enterprise, including Portal, Server, Desktop and ArcGIS modeling, analysis and automation.
    • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.


    • GIS program management, including GIS development and maintenance
    • Basic project management
    • Modern office procedures, methods and computer equipment
    • Use of personal computers and basic software


    • Operate a personal computer and appropriate software
    • Work in a manner consistent with the City of Vancouver’s Operating Principles
    • Work and act as a team player in all interactions with other City employees
    • Provide a high level of customer service at all times
    • Project and maintain a positive image with those contacted in the course of work
    • Develop and maintain collaborative and respectful working relationships with team members and others
    • Consistently provide quality service
    • Maintain regular and dependable attendance


    This position is subject to successful completion of a pre-employment reference check, and a Washington State Patrol background check.
